Fifty Chinese nationals convicted in Madagascar for online fraud have been transferred to China to continue serving their sentences.

The detainees transited through Addis Ababa, Ethiopia, where they made a brief stopover. Their escort and security were ensured throughout the operation.

The transfer does not mean they have been released. The convicted individuals will continue serving their sentences in Chinese prisons.

Sentences vary based on each person’s level of involvement. Lower-level operatives received two to five years. Those in charge received five to ten years.

The operation is part of cooperation mechanisms under the United Nations Convention against Transnational Organized Crime. The convention is also known as the Palermo Convention. Madagascar acceded to it in 2005.

More Chinese nationals detained in Madagascar for similar offenses are expected to be transferred soon. The measures are part of ongoing cooperation between Madagascar and China.

Authorities continue to work with international partners to combat online fraud networks. The goal is to dismantle these operations entirely.

On September 8, fifty Chinese nationals convicted of online fraud were handed over to Chinese authorities. The transfer was described as a major result of judicial cooperation between the two countries. Further operations are expected to follow.

The Chinese government says it is pursuing a determined campaign against online fraud. It says no leniency will be shown to Chinese citizens involved in such activities. It is also strengthening bilateral cooperation with partner countries, including Madagascar.

A Model for Africa?

This case highlights the growing role of international legal frameworks in tackling cybercrime. The Palermo Convention gives African nations a tool to cooperate across borders.

For Madagascar, the transfer sends a clear message. Online fraud networks will not find safe haven on the continent. For China, it signals a willingness to hold its citizens accountable abroad.

As cybercrime expands across Africa, such cooperation may become the norm. The question is whether other African nations will follow Madagascar’s lead.
